Cabbage Tree Bay, tucked between Manly and Shelly Beach, was formally declared a "no-take" Aquatic Reserve on 31 March 2002 — meaning no fishing, and no removing or disturbing any marine life or plant, anywhere within its roughly 17 hectares. It's one of only a handful of fully no-take marine reserves accessible directly from a Sydney beach, and the difference two decades of real protection has made is well documented: surveys in the bay have now recorded more than 300 marine species, a dramatic recovery from before the reserve existed.
The headline species is the eastern blue groper, a large, vividly blue-green reef fish that has held total protection in NSW waters since the late 1960s and was later named the state's official fish emblem. Gropers are naturally curious and famously unbothered by snorkellers, which is part of why Cabbage Tree Bay has become one of the most reliable places in Sydney to see one up close in the wild rather than behind aquarium glass. The reserve is also home to wobbegong sharks resting on the sandy bottom, cuttlefish, and occasional sightings of protected species like weedy seadragons.
Because sightings in a genuine marine reserve depend on the day, the tide, and the animals themselves, this is framed honestly as a likely encounter rather than a guarantee — but a dedicated personal guide who snorkels this specific bay regularly, rather than a generic group tour leader, meaningfully improves the real odds, and means the pace and depth of the experience is set entirely around your own group.
