EUR began life under the name E42, short for Esposizione Universale Roma — a world's fair Mussolini's government planned to open in 1942 to mark two decades of Fascist rule. Mussolini inaugurated the project in 1937 by personally planting a pine tree at the site, and the district's master plan was drawn up by the architect Marcello Piacentini, who shaped much of Fascist Italy's official building style.
The fair itself never happened. Italy entered the Second World War in 1940, and construction had ground to a halt by 1942, leaving several monumental buildings unfinished for over a decade. Work resumed only in the 1950s and 1960s, when the surviving Fascist-era structures were completed and repurposed for ordinary civic and commercial use rather than the celebration they were originally built for.
That history is still legible in the architecture — grand, stripped-down references to ancient Rome, built in a style that tried to cast Fascism as imperial Rome's modern heir. The most recognizable survivor is the Palazzo della Civiltà Italiana, nicknamed the "Square Colosseum" for its grid of arched openings. This tour covers that history as a documented chapter of Rome's 20th century, not a celebration of it — EUR today is simply an ordinary district of offices, apartments, and a lake, built on ground first cleared for a fair that was never held.
