Piriápolis was founded in 1890 by the businessman Francisco Piria, who bought a large tract of land that included the hills of Pan de Azúcar, San Antonio and Cerro del Toro, and laid out a resort town between the hills and the sea. Sources differ slightly on the exact founding date (some give 1893), but it is clearly an 1890s creation, which makes it one of Uruguay's oldest purpose-built beach towns.
Piria's Castle, his personal residence, was completed in 1897. Piria was an eccentric figure, and accounts of the town's layout often mention his interest in esoteric ideas, though the extent to which this shaped the street plan is a matter of local lore rather than settled fact.
Cerro Pan de Azúcar, just outside town, is the third-highest point in Uruguay, with sources giving about 400 metres or a little more; a 35-metre cross was placed on its summit in 1933. Cerro San Antonio rises directly above the port and gives a view over the bay and the geometry of the town below.
