Puffing Billy first opened on 18 December 1900, running on a narrow 762-millimetre gauge track between Belgrave and Gembrook through the Dandenong Ranges. It was built as a practical working line to serve local farming and timber communities, one of four similar low-cost narrow-gauge railways constructed in regional Victoria in the early 1900s — though Melbourne day-trippers were taking excursion rides on it almost from the start.
By the 1930s the line was losing money, and a landslide in 1953 forced its closure in 1954. What saved it was a genuinely grassroots effort: a series of farewell trips in 1955 led directly to the formation of the Puffing Billy Preservation Society, a volunteer organisation that reopened the Belgrave-to-Menzies Creek section in 1962 and gradually extended it back out — to Emerald in 1965, Lakeside in 1975, and finally all the way to Gembrook again in 1998.
Since reopening, the railway has carried more than 11 million passengers, almost entirely through the work of volunteers, making it one of the world's genuine preserved steam railways rather than a recreated tourist attraction. Riding through the fern-tree gullies and over the line's wooden trestle bridges — the classic image of legs dangling out the carriage window — pairs naturally with a day in the Yarra Valley, putting two very different pieces of regional Victorian history, Edwardian-era railway engineering and 19th-century wine growing, into the same private day.
