Comuna 13, officially the San Javier district, has a hard history that is part of why the street art feels meaningful today. In the early 2000s armed groups contested the neighborhood, and in October 2002 a major military and police intervention, Operation Orion, took place there. Human-rights reports attribute many deaths, disappearances and forced displacements to this period, and some residents still carry that memory. A good guide acknowledges it without dramatizing it.
The turning point most visitors notice is physical: six sections of outdoor escalators installed at the end of 2011 and completed in 2012, giving residents a public way up the hillside. Murals and graffiti followed, much of it by local artists, and many residents now run tours, snack stands and workshops, so spending here supports the community.
Walking with a private guide lets you stop where the stories are, not just where the crowds are, and talk with more nuance about both what has changed and what is still unfinished.
