Cabo Pulmo's reputation as a conservation success story is real and well documented. The park was created in 1995 after local fishing families, watching their own catch decline, petitioned to turn their waters into one of Mexico's first community-driven no-take marine reserves — meaning no fishing at all inside its boundaries. A peer-reviewed study published in 2011 found that total fish biomass in the reserve had grown by roughly 460% between 1999 and 2009, with populations of top predators like sharks increasing even faster. Researchers credited the recovery largely to strong local enforcement and genuine buy-in from the fishing community itself, and it's since been cited as one of the largest marine recoveries ever measured anywhere in the world.
The reef underneath all that recovered marine life is itself a real rarity: estimated at around 20,000 years old, it's the oldest of only a handful of living coral reefs remaining on North America's Pacific-facing coast, with roughly a dozen coral species present. In 2005 the surrounding area was folded into a broader UNESCO World Heritage listing, 'Islands and Protected Areas of the Gulf of California,' and in 2008 it was additionally recognized as a Ramsar Wetland of International Importance.
Getting there is part of the experience: the off-road stretch by Jeep crosses genuinely different terrain from Cabo San Lucas' own coastline, with a break at Playa Arbolitos along the way before reaching the park itself for snorkeling and a traditional lunch on the return leg.
