Livorno was barely a fishing village of any consequence until Florence bought it in 1421, after which it spent the next three centuries developing under direct Medici rule. Cosimo I ordered construction of the Porto Mediceo in 1571, and by the late 16th century the architect Bernardo Buontalenti had designed much of the city as a planned "ideal town," with a harbor built to hold some 300 ships.
The decisive move came in the late 1580s, when Grand Duke Ferdinando I de' Medici declared Livorno a free port, duty-free for goods moving through it, and backed the declaration with the 1593 Leggi Livornine, laws specifically protecting merchants from crime and regulating international trade. That combination of Medici investment and free-trade policy is what eventually made Livorno Tuscany's principal Mediterranean port, a role it still holds as the region's main cruise gateway today.
Arriving by ship into that same working port and heading straight inland to Florence and Pisa in one day, with round-trip air-conditioned transport built around the ship's own schedule, is a modern version of exactly what Livorno was built for centuries ago: moving people efficiently between the coast and Tuscany's interior.
