Not really — before the Olympics, Barcelona's waterfront was mostly derelict industrial land and rail yards with little public access, and roughly three kilometers of the beaches now popular with residents and visitors were created specifically as part of the 1992 redevelopment.

About This Tour
A private tour for your group only, with a real cable car ride and a stop at the genuine Miramar Hotel viewpoint. This is a private tour for your group only. A real cable car ride is included, with a stop at the genuine Miramar Hotel viewpoint over the city and port.
Long before it became an Olympic venue, Montjuïc hill was chosen as the site of Barcelona's 1929 International Exposition, a world's fair that left behind much of what still defines the hill today — the grand Palau Nacional, the ornate Font Màgica (Magic Fountain), and the original Estadi Olímpic, inaugurated as one of the most modern stadiums in Europe at the time.
Those same 1929 buildings got a second life more than sixty years later: when Barcelona hosted the 1992 Summer Olympics, the city renovated the Estadi Olímpic while deliberately preserving its original 1929 facades, and the stadium went on to host the Games' opening and closing ceremonies in front of 65,000 spectators. The cable car ride up the hill crosses the same slopes that carried both events.
The Miramar viewpoint, near the top of the cable car route by the old Hotel Miramar, looks directly out over the port that Barcelona transformed for the Olympics — before 1992 the city had almost no public beachfront at all, and roughly three kilometers of new beach were created by clearing out a stretch of disused industrial waterfront, a redevelopment that reshaped how Barcelona relates to its own coastline to this day.
