Andorra's retail reputation is real and has a real cause behind it, not just clever marketing — the country sits outside the EU's common customs and VAT system, which has made its shops genuinely duty-free for decades. That status, alongside mountain tourism, is one of the two real pillars of Andorra's economy today, and it's a big part of why an estimated 11.6 million visitors pass through this tiny country every year.
Geographically, Andorra is one of the smallest sovereign states in Europe — just 468 square kilometres, making it the sixth-smallest nation on the continent — and almost none of it is flat. The average elevation across the whole country sits close to 2,000 metres, so every shopping street and every town here is genuinely built into the Pyrenees, a very different backdrop from a typical retail trip.
The country's unusual political setup is part of why it ended up outside the EU in the first place: since 1278, Andorra has been ruled jointly as a co-principality, a structure that persisted largely unchanged — today split between the Bishop of Urgell in Spain and the President of France — until a modern constitution was finally introduced in 1993. That seven-century arrangement is a genuine rarity among the world's remaining governments, and it's the reason Andorra was never simply absorbed into either of its much larger neighbors.
