Harris Water Treatment Plant. It costs US$1,499 in total for 1 to 4 guests, with all tolls, parking and fuel included, and the plant is a working City site where public vehicles cannot enter or park, so we confirm by email how that stop runs.

  • Woodbine Beach

A City of Toronto swimming beach in The Beaches; lifeguards are on duty from June to September and will not be on duty again until summer 2027.

Who it suits

  • Visitors who want Toronto beyond downtown

The east-end lakeshore instead of the downtown sights; ask us whether it can be combined with a downtown tour.

  • Couples and small groups

1 to 4 guests share one total of US$1,499, about US$375 each for four, with pickup at your address.

  • People who would rather not walk the last stretch

The Conservation Authority says the TTC stop on Brimley Road is about a 20-minute walk from the park entrance and Scarborough GO station is a 30-minute walk from the park; the tour picks you up at your address.

  • Families

Tell us your children's ages; the bluffs' edge is unstable, so everyone stays behind the fences.

  • Larger groups and teams

The calendar sells every group size from 1 to 56 guests with a larger vehicle matched to the group; we confirm that it suits each stop.

  • Visitors in the cold months

Beach lifeguards are off until summer 2027, so the beach stops are for the view; ask us about your date.

  • Not the right fit if

You want to swim, walk to the base of the cliffs or go inside the R.C. Harris plant; see what the City and the Conservation Authority say.

Private Scarborough Bluffs tour: sample route

This is a sample order, not a fixed schedule. Your driver-guide sets the order of the stops and the time at each with your group, and we confirm the plan by email. No stop has a time set on this page. Beach and park stops depend on the season and the conditions on the day.

  1. Start

    Pickup at your address

Your driver-guide collects you at an address in the Greater Toronto Area (GTA): a hotel, a home or the airport. The calendar offers hourly starts between 7:00 AM and 3:00 PM, and we confirm your exact pickup time by email.

  2. On the way

    East to the lakeshore

The tour covers Toronto's east-end lakeshore. We confirm by email where the 3 hours begin and end for your pickup address.

  3. Stop

    Woodbine Beach

A City of Toronto swimming beach in The Beaches neighbourhood. The City runs lifeguards from June to September and none will be on duty until summer 2027, so a beach stop in the cold months is for the view.

  4. Stop

    R.C. Harris Water Treatment Plant

A working City plant at 2701 Queen Street East, built in the 1930s and opened in 1941 (City of Toronto). Public vehicles cannot enter or park on the site, so we confirm by email how this stop is run. An interior visit is not part of what this page describes.

  5. Stop

    Bluffer's Park

  6. Stop

    Scarborough Bluffs viewpoints

The City of Toronto says the bluffs stretch about 15 km along Lake Ontario and that their edge is unstable, so visitors stay behind the fences. We confirm by email which viewpoints your tour visits.

  7. Return

    The drive back

Your driver-guide drives back toward your drop-off address. Time beyond the 3 hours is charged additionally; we confirm the rate by email.

Cancellation and changes

You can cancel up to 24 hours before your tour date, and a cancellation made less than 24 hours before your tour date is not refunded. Your booking confirmation carries the cancellation terms that apply; section 7 of our Terms and Conditions covers cancellations. A booking needs at least 24 hours' notice. To cancel or change your date, email info@voyzo.com before the 24-hour cutoff; we will try to reschedule, subject to availability. Section 10 of the Terms and Conditions describes how independent operators fit in.

How booking works
  1. Choose your group size, date and start time. We need at least 24 hours' notice.
  2. Send your request. The calendar's Book now button sends a request rather than a confirmed booking.
  3. Share your pickup address and any wishes. Put your pickup address, dietary needs, mobility needs, children's ages and any time you must be back in the message box of the quote form on this page, or email info@voyzo.com.
  4. Receive your confirmation. Once we confirm availability by email, we send your exact pickup time, the plan for the day and your driver-guide's details ahead of the tour.
How the hours work

The price covers a private tour of 3 hours. The booking calendar shows one price per group size and has no length option. We confirm by email where the 3 hours begin and end for your pickup address. Time beyond the 3 hours is charged additionally; tell us by email to info@voyzo.com or in the quote form on this page if you want a longer tour, and we confirm the rate and the total in your booking confirmation.

Who runs your tour

You book with Voyzo FZ-LLC, and Voyzo remains your point of contact for booking, pricing and support: info@voyzo.com.

Some private tours run on the vehicles and drivers of Voyzo's affiliated Canadian operating company; other tours, such as flights, boat rides and attraction visits, are run by independent operators, all professionally licensed and insured.

One driver-guide drives the vehicle and guides your day. A separate tour guide is not included; ask us whether one can be added and what it would cost.

Stops, order and time

Stops include the Scarborough Bluffs, Bluffer's Park, Woodbine Beach and the R.C. Harris Water Treatment Plant. Your driver-guide sets the order and the time at each with your group, and we confirm the plan by email. This page gives no minutes per stop and does not say how long guests are out of the vehicle at each one; ask us if that matters to you.

The bluffs' edge and safety

The City of Toronto says the edge of the bluffs is unstable and asks visitors to stay behind the fences. The Toronto and Region Conservation Authority says the bluffs are made of silt, sand and clay, are very unstable and can collapse at any moment, and asks visitors to stay back from the edge and respect barriers and signs. It also says the water's edge between Bluffer's Park and East Point Park is not formally accessible to the public. We ask every guest to follow these rules.

The R.C. Harris Water Treatment Plant

The plant is at 2701 Queen Street East. The City of Toronto says vehicle access is restricted to people conducting official City business and that public vehicles cannot enter or park at the site, so we confirm by email how this stop is run. The plant's Doors Open Ontario listing shows self-guided tours of the pump house and filter building on Doors Open Toronto weekend, with partial wheelchair access, washrooms, photography allowed and no tripods or filming (2026 listing). The City says Doors Open Toronto returns on 29 and 30 May 2027 and lists no 2027 buildings yet (checked 29 October 2026). An interior visit is not part of what this page describes.

Beaches and swimming

Woodbine Beach and Bluffer's Park are among the City of Toronto's supervised swimming beaches, and Bluffer's Park is the only one of the eleven parks along the bluffs with a swimming beach. The City runs lifeguards and beach maintenance from June to September; they have ended for 2026 and lifeguards will not be on duty until summer 2027, and the City says swimming without supervision is not recommended. Swimming is not described as part of this tour, and in the cold months a beach stop is for the view.

Parking and road works

Parking is included in the price. The City of Toronto says the parking lots at Bluffer's Park fill very quickly on weekends and that visitors must then walk into the park along Brimley Road. The Conservation Authority's notice lists construction of a trail on Brimley Road South from September 2025 to a completion date of June 2027 (subject to change), with possible single-lane closures in working hours and closure of sections of the boat launch parking lot. The City's Bluffer's Park plan page, modified 16 October 2026, lists no visitor closures or parking changes. Tell us your date and we confirm how the stop is planned.

Tickets and extras

The price covers the tour as described on this page. We list no admission charge for the stops, and attraction tickets and admission are not included unless we confirm them when you book. Meals, snacks and gratuities are not included. Tell us by email to info@voyzo.com or in the quote form on this page if you want to add something, because extras can add time to your tour.

Children and accessibility

Include your children's ages in your request or message, and tell us if you need child seats; we confirm what can be arranged by email. We found no age limit for the stops. For guests with limited mobility, tell us before you book: we confirm with the operator what can be arranged, and we found no accessibility statement for Bluffer's Park, Woodbine Beach or the bluffs' viewpoints. The bluffs' edge is unstable, so everyone stays behind the fences.

What to bring and the weather

Dress for the weather and for being outdoors at a lakeshore park. Environment and Climate Change Canada's 1991 to 2020 normals for the central-city Toronto station show an average daily high of 14.6 degrees Celsius in October, 8.1 in November, 2.6 in December and -0.3 in January, with lows of 7.7, 2.3, -2.7 and -6.7; we give no lakeshore figure. The Conservation Authority says natural processes act on the bluffs all year. If you must be back at a set time, say so by email or in the quote form.

Photography

The plant's Doors Open Ontario listing says photography is allowed on open days, with no tripods or filming. We found no photography rule for the park stops and do not promise permission for drones, tripods or professional shoots, so ask us before you book. Stay behind the fences at the bluffs' edge when you take photographs.

Food and drink

Meals and snacks are not included, and this page names no place to eat. The Conservation Authority lists picnic areas at Bluffer's Park. Tell us about any dietary needs when you book and we confirm what is possible by email.

Public transit or your own car costs less in total than a private tour. The price is the total for one private tour of 3 hours for your group. It covers a private vehicle with a licensed, insured driver-guide, pickup and drop-off in the Greater Toronto Area, the stops described on this page and all tolls, parking and fuel. It does not cover gratuities, meals and snacks, a separate tour guide, attraction tickets unless we confirm them when you book, time beyond the 3 hours or pickup outside the GTA.

How long is the tour, and what time does it start?

The tour is planned as 3 hours. The booking calendar offers hourly start times from 7:00 AM to 3:00 PM, and we confirm your exact pickup time by email once your booking is confirmed. We also confirm where the 3 hours begin and end for your pickup address. Time beyond the 3 hours is charged additionally; we confirm the rate by email.

Where does the tour start, and can you pick us up from our hotel or the airport?

Pickup is at any address in the Greater Toronto Area (GTA): a hotel, a home or the airport, and it is included in the price. Pickup outside the GTA is not included. We arrange your drop-off address with you. Add your pickup address to the quote form on this page or email info@voyzo.com, and we email your exact pickup time once your booking is confirmed.

What do we see on the tour, and in what order?

Stops include the Scarborough Bluffs, Bluffer's Park, Woodbine Beach and the R.C. Harris Water Treatment Plant. The City of Toronto says the bluffs stretch about 15 km along the Lake Ontario shore, with eleven parks along them. The order and the time at each stop are set with your driver-guide and confirmed by email; this page gives a sample order only, not a fixed schedule.

How high are the Scarborough Bluffs, and how old are they?

The Toronto and Region Conservation Authority says the bluffs have an elevation of up to 91.4 metres and are made of various sediments, including silt, sand and clay. An Ontario Heritage Trust plaque says the lowest sediments were deposited in a river delta some 70,000 years ago, are covered by 61 metres of boulder clay and sand from four later ice advances, and that the ice finally withdrew some 12,000 years ago.

Can we walk down to the bottom of the Scarborough Bluffs?

Not along most of the shoreline. The City of Toronto says the bluffs' edge is unstable and visitors should stay behind the fences, and the Toronto and Region Conservation Authority says the water's edge between Bluffer's Park and East Point Park is not formally accessible. Bluffer's Park has a sandy beach, trails and lookouts. We do not promise a particular walk or viewpoint; we confirm the plan by email.

Can we go inside the R.C. Harris Water Treatment Plant?

This page does not describe an interior visit. The City of Toronto says public vehicles cannot enter or park at the plant site, so we confirm by email how this stop is run. The plant's Doors Open Ontario listing shows self-guided tours of the pump house and filter building on the 2026 Doors Open Toronto weekend; the City says the event returns on 29 and 30 May 2027 and lists no 2027 buildings yet (checked 29 October 2026).

Can we swim at Woodbine Beach or Bluffer's Park?

Swimming is not described as part of the tour. The City of Toronto says lifeguards and beach maintenance at its supervised beaches run from June to September, that they have ended for 2026 and that lifeguards will not be on duty until summer 2027, and that swimming without supervision is not recommended. In the cold months a beach stop is for the view.

What is the Scarborough Bluffs tour like in winter?

You can send a request for a winter date: this page lists no closed season, and the booking calendar offers hourly starts from 7:00 AM to 3:00 PM. We confirm the plan for your date by email, because conditions at the bluffs and parks change with the weather and the Toronto and Region Conservation Authority says natural processes, including freeze-thaw cycles, act on the bluffs all year long. Beach lifeguards are off until summer 2027, so a beach stop is for the view.

Does parking at Bluffer's Park fill up, and are there road works?

Parking is included in the price. The City of Toronto says the Bluffer's Park lots fill very quickly on weekends and visitors must then walk in along Brimley Road. The Conservation Authority's notice lists trail construction on Brimley Road South from September 2025 to a completion date of June 2027 (subject to change), with possible single-lane closures in working hours. Tell us your date and we confirm how the stop is planned.

Is the tour suitable for children and for guests with limited mobility?

Tell us your children's ages and any mobility needs when you book, and we confirm with the operator what can be arranged. We found no age limit and no accessibility statement for Bluffer's Park or Woodbine Beach. The bluffs' edge is unstable (City of Toronto, Toronto and Region Conservation Authority), so everyone stays behind the fences. The plant's Doors Open listing, which covers its open days, shows partial wheelchair access.

Is photography allowed at the Bluffs and the plant?

The plant's Doors Open Ontario listing says photography is allowed on open days, with no tripods or filming. We found no photography rule for the park stops and do not promise permission for drones or professional shoots, so ask us before you book. Whatever you photograph, stay behind the fences at the bluffs' edge.

Can I combine this tour with a downtown Toronto tour?

Ask us. Our Toronto City Private Tour runs 6 to 8 hours with pickup anywhere in the GTA, and we confirm by email whether the two can be combined into one day and what the total would be. This page does not state a combined price. Time beyond the 3 hours of this tour is charged additionally.

Is a private tour better than public transit or driving myself?

It depends on the group. According to the Toronto and Region Conservation Authority, it is about a 20-minute walk from the TTC stop on Brimley Road to the park entrance and a 30-minute walk from Scarborough GO station (its page is undated). A private tour costs more in total, but it picks you up at your address, includes parking and links the stops in one 3-hour route. Public transit or your own car costs less.

How does booking work?

Choose your group size, date and preferred start time in the booking calendar, at least 24 hours before your tour. Your booking is a request until we confirm availability by email, as soon as possible after we receive it. We then email your exact pickup time and the plan for the day. If you are not ready to pick a date, use the quote form on this page and we reply by email with a total.

What is the cancellation policy?

You can cancel up to 24 hours before your tour date, and a cancellation made less than 24 hours before your tour date is not refunded. Your booking confirmation carries the cancellation terms that apply; section 7 of our Terms and Conditions covers cancellations. To cancel or change your date, email info@voyzo.com before the 24-hour cutoff, and we will try to reschedule, subject to availability.

Who runs the tour, and who guides it?

You book with Voyzo FZ-LLC, and Voyzo remains your point of contact for booking, pricing and support: info@voyzo.com. Some private tours run on the vehicles and drivers of Voyzo's affiliated Canadian operating company; other tours, such as flights, boat rides and attraction visits, are run by independent operators, all professionally licensed and insured. One driver-guide drives the vehicle and guides your day. A separate tour guide is not included; ask us whether one can be added and what it would cost.

What is the best time to take the Scarborough Bluffs tour?

The City of Toronto lists no opening hours for the bluffs' parks, and the booking calendar offers hourly starts from 7:00 AM to 3:00 PM, so you choose the hour when you send your request. Beach lifeguards and maintenance run from June to September, and the City says the Bluffer's Park lots fill very quickly on weekends, so a weekday request may suit if parking matters. Tell us your date and we confirm the plan by email.

About the private Scarborough Bluffs tour

This tour is for groups who want to see Toronto's east-end lakeshore rather than the downtown sights. It runs from a private vehicle with a driver-guide who also guides, and the stops are public parks, a City beach and a working City water treatment plant. Your driver-guide sets the order and the time at each stop with your group.

Seasons shape what you see. The City runs beach lifeguards from June to September and none will be on duty until summer 2027, the plant's Doors Open Ontario listing shows interior tours on Doors Open Toronto weekend, and the bluffs erode all year, so we confirm the plan for your date by email.

The Scarborough Bluffs run about 15 km along the Lake Ontario shore from the Eastern Beaches to East Point Park, with eleven parks along them, according to the City of Toronto. The Toronto and Region Conservation Authority says they are made of various sediments, including silt, sand and clay, have an elevation of up to 91.4 metres and are affected by natural processes all year long. An Ontario Heritage Trust plaque says their lowest sediments were laid down in a river delta some 70,000 years ago, are covered by 61 metres of boulder clay and sand from four later ice advances, and that the ice finally withdrew some 12,000 years ago.

Bluffer's Park is a 20-hectare lakeside park at the bottom of Brimley Road with a sandy beach, picnic areas, trails and lookouts, boat launching ramps and day mooring docks, and the Conservation Authority says it opened in two phases, officially in 1975 and the second completed in the early 1980s. The R.C. Harris Water Treatment Plant, at 2701 Queen Street East according to its Doors Open Ontario listing, was constructed in the 1930s and opened in 1941, the City of Toronto says. The City names it for Roland Caldwell Harris, Commissioner of Works from 1912 to 1945, and calls it the largest collection of Art Deco buildings in Toronto. It is a working plant, and public vehicles cannot enter or park on the site.

The tour links these places in one 3-hour route by private vehicle, with pickup at your address in the Greater Toronto Area. Reaching Bluffer's Park on your own means the Brimley Road lots, which the City says fill very quickly on weekends, or, according to the Conservation Authority, a walk of about 20 minutes from the TTC stop on Brimley Road to the park entrance or 30 minutes from Scarborough GO station. Your driver-guide sets the order and the time at each stop with your group.
